I think this is by accident, wordpress will never create tables for you unless you install it, maybe you installed by mistake.

		<description>I have Wordpress version 2.8.5 installed. When I changed the table prefix in the wp-config, it updated the database table names for me automatically. Is this some kinda accident, or have they fixed the problem in the latest version of Wordpress?!
